I have a 1998 Plymouth Voyager. When I turn car on the rear wiper ons and the air condition ons flash.?

The lights on the ons for the rear wipers and the air conditioner ons flash. After driving for awhile the rear wiper ones go off and the air conditioner ones stay solid like they are supposed to. My question is why is this happening?
