Scholarships based on Ethnicity?

Scholarships based on ethnicity does not promote racial tolerance or harmony. This further divides and drives ethnicities to the point of hating one another. Whatever happened to scholarships for people who "earned" it? You're not being racist. The educational powers that be in New Zealand need to pull their heads out of their orifices!
