Is this too much like another book?

I had an issue with City of Ember--where was the big conflict? They run into each other, there's some issues, they emerge, everything's fine. The thing with the mayor made COE at least a bit interesting. Add a proper conflict, some more minor conflicts, and you'll be fine. Conflicts are the driving force of a story, after all.
